When a tenant fails to pay rent, there is often an interest by landlords to take possession of personal property, if possible, to satisfy that debt.

    In WI ATCP 134.09(4)(a) No landlord may seize or hold a tenant’s personal property, or prevent the tenant from taking possession of the tenant’s personal property, except as authorized under s. 704.05 (5), Stats., or a written lien agreement between the landlord and tenant.
