The rule comes as President Obama has proposed a $6 billion HomeStar program to expand energy-efficiency retrofits, which if approved by Congress could buoy the home remodeling business.

The problem, according to the NAHB, is that EPA has certified only 14,000 workers in lead-safe practices despite its own estimate that more than 200,000 will need to be trained.
