Although fines typically are levied against the property owner, if the owner provides a lease proving the tenants are responsible for lawn upkeep, the ticket will be reissued to the tenants, Evans said.

Proposed ordinances to allow towing of cars parked in yards and entry into homes with a court-ordered search warrants stirred a lot of debate, but no official action at the Jacksonville City Council meeting Thursday.
Prior to the public hearing, city attorney Robert Bamburg spoke of “probable cause,” which would entitle code enforcement officers to enter homes. “That right has been with the city for a long time,” he advised the nearly standing-room-only crowd.
